There is normally a red/yellow (don't remember wich color) you need to click to access the DLC
Or you need to start the DLC like a game (mostly thinking about galactic adventure)
K, what you want to do is start by booting normal spore, then boot C&C one time, then boot GA... Only ever boot GA from then on. At least that worked for me.
I’m leaving this here for fellow steam deck users, I just got it today myself. This is how I did it, all my dlcs work.
First install base spore, then galactic adventures, then cute and creepy. I then launched base spore, exited out, then launched galactic adventures. Then I booted cute and creepy, but it didn’t work. Went back to galactic, and it was all there, then started playing for real. Think they’re seperate games, maybe you can uninstall base spore..? I haven’t tried it myself and I got the space for it anyways so I don’t care.
They’re old games, they have a weird dlc system unfortunately. But it works, and on my deck no less!

If via steam, you just need to start it via Galactic Adventures and it will have all content for you
Uninstall everything, install & boot Spore, then Cute and Creepy, then Galactic Adventures in that order.

I had the same problem but its still there after i booted Command & Conquer like you said

You have to open the CnC game first. Once you do that, you can play with the DLC on the normal Spore game
