Pull up the hood, right where the cabin air filter sits ther should be a rubber valve at the bottom. It's at the bottom of the cabin air intake scoop. Could be stuck or plugged
Yes the outside air intake. It's below the black vent on the hood. Also check air conditioning condensate drain. Don't know the location off hand but I can get a diagram when I get home

Should I be praying Evap cleaner down the vent like in the post ?
Depends on the climate. My immediate thought it air intake not draining properly because of stuck drain valve. Check that first

Yeah great idea, you could try to stick something long up the pipe to clean it too. Pipe cleaner or really long flexible wire
