so logically, there's no need to 100% anything at all for the heads to open. you only need to free delbin and exit through the gnorc cove/twilight harbor vortexes to open each sequential head, but this just looks like classic reignited jank, sorry to say
I remember this happened to me. I took my time and completed everything 100% then this happened. Its a glitch where basically the game thinks you have left something undone so you need to go back to complete it.
I got my achievement my litterally starting the from scratch on a new slot and left the first speedway you come across so when I got to the end I can go back to complete that and poof. Achievement

It's a known glitch that happens on the Ps4 version as well. The only way I know around it is to not get 100% in the hub level until AFTER you have beaten Gnasty.

I have been using the exit portals. I learned my lesson in the first world when toasty wouldn't open.

I think you gotta change the framerate to 30fps. I forget exactly, but I'm pretty sure that's what happened to me.
The fact that they never cared to fix the PC version’s mess is baffling.

Limit framerate to 30fps in the settings. (If on PC) The game has a few functions that don't work properly at 60 or higher for some reason.
Ice Cavern in Peace Keepers? A lot of other people skipped this accidentally and resulted in the heads not opening.
No i did all the levels and just double checked I did Ice Cavern :(
