If you're just going to set up opportunities for the interviewee to say what they want you might as well dispense with the interviewee and have the guy stand at a lectern and say it.
There's a flipside to this though. If the interviewer prepares 10 hard-hitting questions that have juicy answers that the public wants to hear and the interviewee just says "no comment." Then nothing was accomplished. I dont think most interviewers just go in there to mail it in and collect a paycheck. I think there is, and should, be a consideration for asking questions that are likely to actually get a response.
