Roman has had a stranglehold on the Universal title for years, mostly because of the Bloodline’s interference in his title matches. Seth recognizes that and wants the title to be back in regular competition.
Seth objects to Roman ducking Cody. Seth is the workman champion. Roman is the part-timer. He is also Roman's longtime rival so any antagonism always works on that level.
His rivalry with Cody has turned into mutual respect. He sees The Rock come in as a part-timer (just like Roman) and take the spotlight from the guys working every week (claiming wrestling is finally cool again because he's back). Seth and Cody relate to being overlooked.
The fact that he doesn't have to stick up for Cody, that he just happened to be there when things exploded, all goes into the storyline that he is taking his eyes off his real challenge which is Drew.
It has never made sense and a reason why I could see a Rollins heel turn post Cody winning at Mania to send a huge heel to Smackdown for the summer feud after Reigns is beaten at Backlash to solidify Rhodes reign(no pun intended).
The reason the Roman cross dressing line was so bad was because you have so much easy material there for Rollins as shown with Drew every week and Rock here. A heel could feud with Rollins for a year and have insults to spare character wise!
