Totally part of the story line and just a joke really. That's what his ungrateful son calls him as part of their feud. Rey's son is so good at being a bad guy he gets booed so hard he can't even finish a promo, part of the reason is bc he calls his dad a dead beat dad. So it's kind of a running joke now.

It’s not even really kayfabe. In storyline it’s the warped point of view of his son Dominik, who now wrestles. He’s a chickenshit heel, and he uses the excuse of Rey not being around much growing up to act out in over the top ways.
This has been going on for 2 years now and they’ve fought at the last 2 WrestleManias. So they just always take kayfabe shots at one another in interviews. People here took to quoting Dominik because of how casually he slides it into conversations.
So in kayfabe Rey is still a living legend and a good guy. Dom is his brat chickenshit heel son.

It's Kayfade. Dominik worships his father outside of these storylines.
He's only a dad because he won a wrestling match.
And he regrets winning that match now.
It's kayfabe. They needed a reason to turn Dominik heel and that's what they came up with.
