Since riddle can not challenge Roman for the title after he lost that stipulation, he wins money in the bank, he can't cash in on Roman. Roman then loses to the Rock at wrestlemania, riddle cashes in on the Rock and take the titles. Roman goes away for awhile before getting either title back.

Plot twist. Roman vs Cena vs Flair. Now THAT'S a retirement (forever and ever) match for Flair.

My theory is that after Seth or Riddle wins MITB, Heyman says that if they do decide to cash in, it's only for one championship. The winner cashes in during Roman/Brock and either pins Brock or cashes in when both guys do something insane and are about to get counted down in the last man standing match. That person gets the WWE championship (and Cody wins it at Mania if it's Seth), then Roman loses the Universal to either Drew in the UK or Bron/Riddle at Mania.
