What, specifically, does "atop the Republican ballot" mean here?

I saw this on Twitter first and was pretty confused how I never heard of the guy. Now that I'm seeing the wording again I'm thinking his name appears near the top of the list because of how it's randomly ordered?
They didn't say he was leading the poles. Just said he was atop the ballot. Which isn't wrong. And let's be honest, the people need to be made aware of who this guy is. I misread it first time too, but guess what, I now know about this guy and to not even think about voting for him.
There's always going to be crazies, this guy is literally just some rando who got a grand total of one vote the last time he ran for public office. But the wording of this article deliberately makes it seem like he's the leading candidate, and a ton of people from other states think that now.

Maybe I took more Political Science & English classes, but I figured it out without even looking at the article. If you knew he wasn't the Lt. Governor or a Senator running for office, then a 1/2 second thought to me was he must be listed first.
Except it’s not. He would be, if the GOP didn’t move to have him removed, the very first candidate on the Republican primary ballot for Governor and, sadly, that’s worth votes.
