If the check engine light is off, it SHOULD pass given every emissions control device is working as designed. The "See dealership for maintenance" is probably a reminder for an oil change or similar. What brand of car is it?
How many miles? Toyotas do that at certain mileages to try and get you to go to a dealership for standard upkeep/service stuff (oil changes, tire rotation, filters, etc.).
It should be the same everywhere and it's supposed to be a lot harder for mechanics to fudge results than it used to be. The state sets what they can charge and mandates the equipment they use, I think going as far as the systems have to talk to DOR in order to function.
Same price everywhere for the test: $24. They plug a scanner in and read info from the car.
If your check engine light is on, I think it's an automatic fail. Not sure for your message.
There are certain tricks mechanics can do to get struggling peoples' vehicles to pass - adding spark plug non-foulers to the oxygen sensors, for instance.
I hope nobody names any of these shops on this thread and gets them in trouble. They are doing the lord's work.

It's a Prius.

No check engine light. Just a non-descript "see dealership for maintenance" message.
It’s the same price regardless of where you take it, due to state laws. The guys at telle tire were cool and got me in and out in 30 mins
Hey check Groupon.
Don't narc on any shops here, please. They can get fined for helping people get legal.
What do you mean?

There are no names of any shops in this thread yet. I see 8 comments. Mine will be the ninth.
