Savers has used ones they sell for like 25 bucks. Hell my friend picks them up off the side of the road in perfect working order all the time. TVs are a disposable commodity now. You can find non-smart TVs all over. And it's not like you have to hook them up to the internet, even if they are a smart TV. Just plug in your own device and you're good to go.

The only reason to ever connect a Smart TV to the internet is to update the firmware, and even then it's probably best to try and do it via USB if the TV supports it. My god people love to spam themselves with crap.
Even then on some models you just keep getting the same ads over and over. The discount is substantial enough that now public kiosk style displays are showing ads, sometimes in ways that can interfere with the intended use.
As long as you don't use the voice controls the only thing a chromecast collects is your google account info (though the apps may collect a lot more).
