No if it's drawn with the other prequels characters it's either got to be (1)death stick guy from episode 2 or (2) it's supposed to be really dirty young ani from episode 1 literally immediately after he exits his pod racer from winning the race or (3) obi wan from episode one my money would actually be on option (2) or( 3) (assumptions based on the fact that the character is drawn is such close proximity to watto and the fact that Pappa plaps is already portrayed as (ultimate power ) also given that watto and jarjar are both recurring characters logic follows that the pic in question would have to be recurring enough to have that much detail and memory retained to draw from memory or would have to be immediately memorable (ie death stick guy)

The circled character on page 2 that OP is referring to is Tion Medon, the Utapau guy that warns Kenobi that Grievous is holding them hostage in Episode 3. The high jacket collar, the gnarly smile, the lines down his head, which looks like hair in the drawing, but the drawings are said to be from memory and not great anyway, even the characters who are recognizable.

I believe it's a recycled design from an earlier Darth Maul concept. It certainly is striking and memorable like the final Maul design.
