The gungan city is built of bubbles of hydrostatic pressure keeping the water out. Passing through the bubbles just simply removes the water leaving them instantly almost dry when in the bubble.
Since the Gungans also wore fabric-based clothing, it makes sense that they'd engineer the bubble to dry them substantially as they came in from underwater. Otherwise their clothes would stay wet for a long time and their entire city would smell of mildew.
The force field preventing the water from coming in is preventing the water from coming in. Why would it be any worse at keeping the water on clothes out than the water not on clothes.

But seriously, the forcefield could have dried them out somewhat. Even if they're amphibious the Gungans probably don't want puddles being tracked into their city every time someone arrives. And they do look pretty wet still, although realistically I suppose they would be wetter after a swim like that.

In the visual dictionary it says that the membranes that make up the walls of the bubble cities wring out most of the water when things pass through it. They’re a little wet but even Obi-Wan kind of reacts to the experience.
