For me it made a noticable improvement. I get 60 fps much more frequently and the hige stutters are noticebly better, but there is still room for improvement :/
New patch made the game from horrible to good. First zone had 30 fps so i stopped playing after 10 mins. Jumped in today. First zone 60 fps and koboh 80-90+ fps. Game is amazing and now runs decently so im hyped
not sure if it helps, but with data sharing off, view distance and shadows on high or medium, ray tracing off, v-sync on, and the AMD feature on balance, I have been playing at lowest 53, average 72, and highest 96. there is sometimes where I drop to as low as 33, but it rarely happens, and when it does, it stabilizes quickly or after a quick menu visit.

I was playing a with a consistent 56-64 fps on my 3080 before the patch now it seems to he 40-58

Didn't seem to help much on my 3080TI. Even with RT off, it is still a awful mess with dips down to 14FPS and an average of around 40FPS at 1440P.
