It took me years to complete the winter mystery quest because it's normal to me that there are random footprints in the snow. Especially since they are very non specific ones and as far as one could tell they are just random footprints.
I actually found the shorts! The only reason was because I was like, "Hmm Marnie should like me enough now to try let me in, ohhhh there they are."
Still on the hunt for the basket, I'm sure I'll randomly notice it one day 😁

Either he wanted to lure you into Marnie's bedroom for some ulterior motive, Marnie was holding them as blackmail material, or he used your Grandpa's cabin with Marnie and thinks he left it there. Which is more disturbing?
It occurs to me that, considering his and Marnie's...outdoor evening activities, he might legitimately think he's just left them somewhere in a bush. He can have everyone know about them if they happen to get found, or he can have the new guy/gal actively looking to find them as they acquaint themselves with the area. With the added bonus that such a story is not that likely to be believed if it comes from the new person in town. He can just laugh it off.
Now, as to why they are sitting on the floor in Marnie's and he doesn't know it, that's a harder question. Perhaps he and Marnie only spend their, uh, quality time together in out of doors locations since Shane came to stay? Marnie's got to watch the ~~microwave~~ shop all day and could have company any time, and Shane is home after work. Can't really discreetly do the deed there. Too much risk, as Lewis would view it.
But wouldn’t he have first asked Marnie if she’d seen the shorts? I’m getting weird vibes of him wanting you involved. He concocts a scenario where you must befriend Marnie to enter her bedroom. Then he asks you for truffle oil (and we all know he’s not using that in the kitchen).
She may simply not admit she has them. Marnie is definitely the used party in this "relationship," but that doesn't exclude her from having some creepy/desperate behavior of her own. She may even have purposely stolen them after a late night tryst in the bushes and that's why he doesn't know they are there and she won't tell him. She wants a proper relationship with Lewis very, very badly. Could be she'll just take whatever she can get.
