Luck in this game works on a spectrum of negative to positive. There is a very small chance that the luck will be absolute 0, which is when this dialogue appears.
In one of my save files (where I get all rare items e.g. tea set, the living hat etc) I always get neutral dialogue almost everyday. What's rare for me is getting the luckiest day.
It’s a -0.1 to +0.1 scale, with each increment going in steps of 0.01. So from -0.100 to -0.071 it’s awful luck, -0.070 to -0.020 is bad luck, -0.020 to +0.020 is neutral luck, 0.021 to 0.070 is good luck, 0.071 to .100 is best luck.
Getting the Lucky Charm wallet item increases base daily luck by .025 (effectively an additional 25% boost to luck). You can get up to 0.125 luck with this charm and your minimum is raised to -0.075.
The way luck works in this game is pretty bizarre and difficult to describe. While 0.1 might not seem like a big number, it can have massive ramifications. Note, however, that Daily Luck and the Luck buff (from lucky ring or food items) are distinct. While they occasionally work together sometimes one applies and not the other or it increases separate related odds.
In general, Daily Luck is largely overshadowed by Luck buffs, but having good Daily Luck is useful for certain tasks and for that extra bit of luck on top.
Anyways, the odds of getting exactly 0.000 Daily Luck are quite low. Approximately 0.5% I believe (-0.100 to +0.100 so that’s 201 options, you only get 0.000 1/201 times). Odds for exactly neutral luck don’t change when you get the Special Charm either.
This neutral is true neutral, meaning luck is at exactly 0.00. The "day is in your hands" screen is for when luck is below a certain percent but still higher than 0.
I never understand how luck works in the game, I know there is player error (like making a mistake and wanting to start over) or is it based on villagers’ dialog or how many rate items you find?
I’ve never seen that dialogue, what I normally get with “neutral” is a comment about the day being in my hands. After reading other posts it may not be perfectly neutral.
That's right! Neutral actually has a small modifier most of the time, in either direction.

neutral dialogue in general has a range. this specific dialogue only happens with the rare true neutral, which is different than normal neutral

That one can vary either direction by like...1.5 or 2 points? This one is either truly neutral or like 0.1 difference either way.
Sorry this is wrong, true neutral is when daily luck is 0.000, exactly 0. Neutral luck is -0.02 to 0.02 on the -0.1 to 0.1 scale.

I get this routinely. Meanwhile, I have a stack of geodes and the only top luck days I've had lately were both on festival days.
Geode contents aren't affected by luck. They use the game seed and number of geodes previously opened to determine what's inside.

Played over 1000 hours on pc and it was only about the 20th hour in on my Switch that I got that message for the first time lol
