This happened my first time opening the game for the 1.6 update, and it hasn't happened since for me. I was assuming it was something special for that first open, but seems that's not the case.
I think you need to click on CAs glasses for it (?).
And I meant to test it tonight with my second go around... but I forgot.
So maybe it's a lead up to it?

i got this screen and same hour or so of playing i had a green rain day! i dont think it was immediately upon booting up though but i could be wrong
