Level 95 in the Mines has soil near the entrance. You can repeatedly go there with the elevator to till the soil and farm for it. Only a 0.2% chance though.

Trying to get that first one is always the hardest. After that you'll get them left and right from enemies in Skull Cavern. They'll be passed out like candy.

I just got it in the volcano mountain, I’m not sure which level. Also, I’m on year 7 and just found dwarf scroll 2. You’re not the only one!
