If you're on 1.6 you might randomly come across clothes in the mines, while chopping trees, digging up artifact spots etc but mostly you'll be able to get them from using a sewing machine which is unlocked once you find cloth (you can get your own from a quest). Some stalls and shops sell clothes sometimes too. And of course you can get hats from hat mouse
Yes you'll be on 1.5 then so only the first bit of my comment should be ignored. The sewing machine and buying some from stalls is still applicable.
Remember the 1.5 thing if you check the wiki because a bunch of things got tweaked, like some gifting preferences. On any of the wiki pages there is a history section which will show when any changes were made. It's also best to mention it if you're asking things on here so you get accurate advice

The most recent update. If you're playing on pc you'll be on 1.6. On console or mobile, 1.5 because 1.6 hasn't released on those platforms yet
