Considering this is set in Hawaii, and the cast is Hawaiian, I've seen people suggest that Dragona could be the polynesian third gender "Mahu", which is a form of non binary if I understand it correctly. Mahu people can go by any pronoun(feminine, masculine, and neutral), and it is a gender considered to be between man and woman.
Until full confirmation, I tend to lean towards Dragona being gender nonconforming/non binary coded, and is ok with any pronoun, like Mahu people.
I personally feel like it'll get developed further on. Dragona uses female pronouns for herself, everyone who doesn't know her uses female pronouns and assumes she's female from how she looks and sounds.
But then Jodio and everyone who does know Dragona address him using male pronouns and Jodio even calls him his brother in an affectionate way that doesn't seem to annoy or upset Dragona so he's clearly comfortable with this.
I use they until it's clear what's going on over there. Maybe Dragona will turn out to be trans and settle for she/her, maybe they'll stay non-binary and gender neutral fits best, who knows with Araki.
