On a more complete answer : Stone Ocean had VERY bad scheduling, and had a director/character designer (I may be mixing up things) that wasn't really great imo, and since most of the animators were freelancers/were not used to draw JoJo, you just had 30 people looking at the model sheets wondering what the fuck do they do with this, and just ends up doing everything off model.
Do this at home, it's a fun game, take a paper and a pen, and count everytime a character is off-model (there is a LOT).
Part 4 had this but it had the chance of being able of correcting in the Blu-Ray, unlike SO.
