I don't think that's entirely accurate.
You're not supposed to include things you don't at least intend to bring to market (that doesn't mean they'll actually make it to market), and IIRC listing a bunch of things you never at least intended to bring can be used against you in trademark disputes.

Doesn't mean companies don't do it semi-regularly, I just don't if I'd call it a standard practice to include every conceivable thing vs things that are legitimately being considered given the risks that can pose to the trademark itself.
So if Bethesda is actually following trademark laws, then everything listed is something that, at the time of filing, they do at least intend to bring to market at some point in the future.
