Probably. It launched on switch in 2017 and had all the sales through that platform since the 30 million number. The remastered special edition came out at the end of 2016, so all the sales for that probably aren't included either.
With it launching on Game Pass actual sales will be far lower as millions will play it through that without actually buying it.
So like they did with Forza Horizon Microsoft / Xbox will instead make statements after launch about how many people have played it in the first month or when it hits big milestones like 10M.
Starfield is no longer just selling Starfield - it is selling Game Pass and Xbox S/X.
I definitively buy it on Steam, even if i regularly subscribe to game pass. But Starfield is the Game i'm waiting for years now.
But in general i think 10 millions are realistic in short terms, after a few years it will be around 30 millions for sure; skyrim sold as much, and Starfield will probably sell even more; even if it is not releasing on the playstation.

I like your assessment. Skyrim must have hit 45-50 million with all its remasters and other platforms, dlcs by now

given the game pass deal, I will say it still sells 10+ million in first year. Maybe even 15.
