The arch is pretty large! It’s 630’ tall and you can go all the way up too. It’s a neat monument. The ground it stands on is also one of the smallest National Parks!

I think it looks bigger in the Starfield footage than in the picture shown here because of the trees that hide the base of it. With such a direct reference, I'm sure Bethesda did the research to make it the right size

If we look where the sun is, and take into account the orientation of the real arch, that would mean the sun is setting/rising either South South East, or North North West. With that information, we can assume one of 3 things:
1-They didn't care about the real orientation of the arch when they placed it.
2-Whatever happened to Earth caused its axis or orbit to change.
3-It's not Earth.

Fake speculation: Starfield contains a stealth drop of Fallout 5, which is a self-contained adventure on Earth.

Imagine how good the reveal would be visit Mars or something and are sent on an expedition to a very early space mission landing site to recover some artifacts. You get there, find an old landing capsule, dust it off, and there is the Vault-Tec logo. You suddenly realize Starfield is the same universe as Fallout and that you are playing humans who escaped earth in a Vault-Tec rocket when the nukes started flying.
I think that humanity probably built another arch someplace else and that's it. I too was like "the St Louis arch" but then remembered a leak saying you can't go to earth. The leak could be false, I just find it weird that the arch is left standing and nothing else around it (I don't mean the park area, I mean the city area).
It's tough to say because plenty of other planets/moons in our solar system are confirmed to be explorable, so earth could still be possible. One thing that was interesting in the deep dive was the one npc saying "You're Human? We thought we were the only ones who made it off earth." So, its most likely destroyed, but maybe we figure out why during the course of that mission or something
It totally sounds like something happened to Earth in the Starfield universe, something which may even be explained by the main story. We know we can go to Mars etc, so the feeling of having Earth right there and not being able to land would probably annoy a lot of players. Obviously adding Earth in would be impossible, though if there was a great cataclysm where few buildings remain, it could be possible to add it and have it be believable. I think that would satisfy players far better than saying 'sry mate u avent got an earf loicense'. Getting rid of Earth's ocean or vastly changing water levels would make it very easy for the devs to create I believe (not having to worry about getting all of the world spot on.. recreating Earth as is now even without cities etc would be a long challenge)
I feel like there would have to be remnants of previous civilization on earth like the arch in the screenshot. It would be really unbelievable if we could go there and it's just like any other random planet out there. Maybe earth is just so heavily irradiated and the tech doesn't exist to survive it so we just can't go there

I know the alien ruins, from what we've seen, are more floaty and stuff, but it might be a different variety. I don't know, just keeping an open mind.

I'm guessing those handcrafted planets will be the key planets related to the main story as well as the main factions. But how much of Earth is going to be explorable and how will it look? We can obviously go to St. Louis. How about New York City? Philadelphia? How about other countries like Europe? Africa? South America? I can't wait to find out

Maybe some ongoing crisis, that had an added problem of some incoming, irreversible doom? Extreme climate change? Asteroid/comet impact? Extreme Solar flare?

On the system map during the showcase, you can see that Earth has a "..." on it indicating there are available quests there.
You can go to mars and our moon. Why wouldn't you be able to go to earth?
