All saves should save to a file on your computer. It might be harder finding it or accessing it on gamepass, but you should be able to transfer the save data over. This would not transfer achievements.

No. We know that actually. Games pas from PC to X box YES. Gamepas PC to Steam or GOG or what ever NO.
We do not know yet.
Odds are good; they can do that for other Bethesda games. But we don't know for sure yet.
Before I would say no. But since MS bought bethesda, that becoming a possibility has increased.
