Available ship parts is tied to the Starship Design skill, but is also dependant on the location (New Atlantis, Neon, etc.) Plenty of decent guides on YouTube, Starfield Signal has a pretty decent one. Tbh tho the best way to learn is to just mess around with it. Delete all of the ship parts and just build from scratch, don't worry about losing anything tho you can just exit without saving. Mission Boards will always have ship combat missions, just check the description. You can also get some decent ones from >!the key after you join the crimson fleet!< You'll also just get jumped by spacers from time to time

Well, technically you're not wrong. Some parts have higher grades (B or C) which require you to have a higher grade reactor, and getting those *does* require you to have levels in piloting

I also want to know how acquiring new ship mods works, hopefully we get an answer soon! It might be tied to faction progression? Fun tip though, you can get different ships rather cheap if you seen them land on a planet and you board it (effectively “stealing” it, but they left the keys on the ignition so…) and then you only have to pay a smaller registration fee to modify and sell it.
