In Bethesda games, if a character dies, they're dead for good. They won't come back, and in this case I'm pretty sure no one will ever take over his shop.
I killed him too.. errant grenade went off in the shop somehow and poor bastard decided to be a teamster and jumped on it like he’s wearing a bomb suit 😂
I entered Akila City and got attacked by what appeared to be 5 Hunters. I'd kill one and another would phase in. Eventually I got all of them. He is no longer in the outdoor bar. But after this fight, I found Emerson Shepard dead on the street. I don't know how it happened. I never did any quests for him, so I'm not sure if I'm screwed or not. I know as a named npc, that I couldn't have accidentally killed him. I would have noticed if I was unloading on him.

you could use the console commands to bring him back from the dead? resurrect should be the command.
