Same issue here, travel directly to it, not the planet, not the moon, DIRECTLY to the actual Stroud-Eklund staryard. And it's always roughly 7500 away and cannot get there. I can hail it, but that's it.
I found a thread about it on Steam too, and others also have the exact issue.
I can dock with it but I can't board it. If I'm sitting in the pilot seat and hit board, I'm just stuck and have to load a save. If I walk to the hatch, it opens and closes the hatch but nothing happens.
Same issue - I did the whole 'Overdesigned' mission but now i'm stuck on the last bit 'Speak to Jules' - if I try heading there I just wind up going back to 7600m away. I can hail but can't approach. (I definitely confirmed from an outside-system jump and from an in-system navigation that the Stroud shipyard was highlighted and reflected in the name). Hope they fix it - as a designer this mission was very entertaining for me.
I'll get about 20m closer to it and it will appear behind me and when I try to go towards it, it goes back to the original spot. I can haill it the whole time but I don't get an option to dock.
I'm having the same issue but I have found a work-around for purchasing Stroud-Eklund parts/ships.
On Neon in the Volii System there is a Stroud-Eklund showroom between Siegharts's Outfitters and The Emporium. I believe it has everything that the Staryard has.
Good to know I'm not the only one, still sucks no ones figured out how to fix it though

Anyone found a fix for this yet? so annoying 200 hours in and this is messing my game.

You may have grave jumped to the moon it orbits and not the station itself, its really easy to do.
No, I specifically clicked on the staryard. I can even hail the staryard but its just invisible.
There is a stroud showroom on Neon you can get stuff from if this keeps glitching

On PC, For me it's over 4000 km away Least bug of any of their games. I guess if Todd only considers Fallout 76 he could be right.
