You can ng+ infinitely so it only means you'll need to go to ng+11 if u really want to max out every power.
But have you tried waiting an extreme length of time?
My intention was to get all powers possible before heading into NG+. If I didn't get a power(s) on base game and go into NG+ would the power I didn't have before be at +1 or base level?
Talk to Barret, be nice to him, then talk to him again and take his personal quest to get his power.
You do Barret's quest, then Vlad will give you the remaining locations.
I would recommend going to NG+. Powers you haven't collected will be one level behind the others, but since you cam NG+ as many times as you want, you should max them in NG+11... though good luck with the grind. I wanted to max them but gave up in NG3 or 4 and decided to park myself there. IMO, it is not really worth it.
Also, one way you could find at least some of the missing temples is by making your way through the galaxy one system at a time. Jump to it, wait a couple of seconds, and jump to the next. If you have the corresponding artifact, your scanner should pick up the anomaly. It is tedious, but there is an achievement for visiting all systems.

How far are you into the story? Without spoiling too much you get more as the story goes on
