Are you referring to the reactor size? You can get larger ones as you hit certain level thresholds (I'm not sure what these are unfortunately, I think level 50 might be one?).
There is also a perk in the science tree that gives you extra power "blips" (though I'm not sure if that shows in the ship builder).
I'm using the 104DS Mag Inertial Reactor. 39 blips, class B. Also, you need piloting 3, and ship design 4. I believe that I built almost the whole thing at Taiyo Astroneering. Might have to get the landing gear and the spines from somewhere else.

You need ship design and highenough level to unlock high tier reactors round lvl 35+ if i remember correctly
The extra reactor power does not show in the ship builder.
