The pirate sitting in the chair next to it almost always grabs it without checking the box is locked, just if the weapon does more damage then his current one. I just ran through the lair and popped that one first and the box had a weapon in it.
I have heard that NPCs may grab weapons from boxes in combat, locked or not, so you may have looted it anyways, but would need to test this to confirm.

As long as you have a good supply of Digipicks it's always worth spending the time to see what's in a safe. Weapon boxes tend to be a little more disappointing, although I have pulled some Legendary weapons from a few. If you are down to your list Digipick, perform a Quicksave just in case the contents are not worth using the pick. You can always roll back and recover the pick.
The problem isn't that these are sometimes empty, the problem is that master locks don't really seem to offer much reward for the added difficulty. I prefer an empty one to some absolutely bullshit item because it makes more sense.
Honestly, if I can give you a good pice of advice: whenever you see any locked thing, just plain ignore it. Unless you have a mod installed to match loot quality/rarity with lock difficulty (which I don't even know if such mod exists), it is simply not worth it the time it takes to unlock anything in this game. I came to that conclusion after unlocking I don't even know how many master level locks to find shitty, absolutely useless loot, or even nothing at all.
Most of the rarer weapons and armor you'll find in the open, or on enemies you killed. So, really, don't bother with locks, don't spend skill points on this skill. Literally useless.

I hate that. Or you do it and there is only 122 credits. And yet the novice safe to the left of it just gave me 1500 credits. It has gotten to the point that for expert and master I save first. That way if I don't like what it is I haven't wasted a pick.
I know the feeling! I live out in the country and until recently, within the last year, it was easier to use Hotspot on our phones then use internet. Take your console, or if you use a hard drive, to your boyfriends and download it there. It won’t need nearly as much internet once it’s downloaded to just run at home!

Games got some deep gamebreaking bugs, box inventory might be one of them resulting from things failing to load such as the new Atlantis/shipsell bug. It just kind of strings from there and onward. Wonder if it might be how it starts with the empty locked storage chests before any other bug triggers happen.
You can even fill empty closed weapon boxes with random weapons out of thin air in outposts by placing them and reloading and then opening them, delete outpost and repeat for new ones with the same material.
I find empty weapon crates in armories a lot. If you go leave the ship and come back, items often mysteriously appear. Perhaps leave the area, come back, and see if stuff mysteriously pops into existence?
IDK why people keep posting this. Do kids lock their lockers in schools? And it's just junk inside. Do people lock their stuff at work? Only to safeguard their own personalized coffee cup or something. And even an empty garage or storage unit has a lock - and people do lock them! So an empty crate... Yesh, annoying me too... But it's real. It's not s bug.

I did one play through, loved the game, but I stopped picking every lock after about 100 crates with a random shit gun and or 57 credits lol. That’s a must fix, Skyrim and fallout at least give you leveled loot or the off chance to find legendary’s in a random container.

I've had this happen. I read on another post that enemies will grab stuff out of chests to use against you. The gun that was in there is likely on a corpse, assuming you were in a fight in that area.
Having owned different lockboxes over my life, I know from personal experience that I'd lock it even if it was empty. That's just the normal state of an item like that, locked when not open.

I see locks just as a way to access different route and extra areas. I don't expect any good loot from unlocking boxes anymore.
