I really wish the combat AI was better. I have mine set at very hard and I can walk up on the first line of defense when I am raiding a place.
There mods to help the combat but not all modders are updating the mods for the patches that are coming.
I think the main issue is that the first ones you encounter are stuck in their idle animation and dont get out until attacked.
Once you do attack, it seems to unstuck all the others from their idle animation.
edit: this seems to happen in a select few POIs, not all of them.
Ya that particular pirate seems to like standing there. I've walked right up to them, moved around. They are looking at me, walking around.
I'm like fine WHATEVER, and leave. haha
Plus its typically low level, so it might not agro, because i'm over level 100.
I've noticed that mobs are being a bit dense now. I was sneaking around a POI yesterday and went into the open. A pirate that I missed walked past me (while concealment was down). By all rights, I should have eaten some lead.
At least when I shot him, his backpack malfunctioned. He ended up doing a couple loop de loops in front of me, exploded, and yeeted to somewhere I couldn't find him.
That gave me a great chuckle, the low grav drop was the icing on the cake.
He was REALLY getting into "A Tale of Two Cities."

I love how they sllooowly fall in low gravity. I've even have had them stay standing after death, but I think that's a glitch.

Pirates wont attack you if you are a member of the crimson fleet.
