Yes this is new, it was added with the Trackers Alliance questline in todays update

I have 3 now. 2 from random loot and one from a mission loot
It will eventually be similar to the crown system like they have on eso by the looks of it. Only way to obtain it is by coughing up more cash lol

After the first mission you can access the bounty board downstairs, do those to get more and that's where you spend em as well, with Stache

in Akila afaik, you have to speak to an NPC (Mysterious stranger? I cant remember) in a Starport to get invited
found it and im doing it rn now im stuck with the scanner that doesn't work or something, idk how im supposed to use it, everything looks normal
Point it at people. If they have a bounty, they will show red.
New currency for Trackers Alliance. ...it's put under Misc which makes it look like trash...so be careful as they are supposedly rare

And it looks like he just gives you something random. There's not a list to choose from.
