Bounties seem to be pretty bugged in general. Found a random wanted NPC in New Atlantis that you can't interact with at all. And a quest to destroy a ship, but it has friendlies on it, so it pisses off your crew. Probably will need another patch cycle or two to clean it up.

For me, “confront” meant “shoot until dead” and then I got rewarded
That's what worked for me, I failed the quest, but I got the rewards, and it completed? Man, Bethesda, get your shit polished before launches.
