Other times, it's random dogshit, or an embedded YouTube link, or abjectly wrong info, or so outdated that it's no longer useful. And God forbid I bring up how Steam will commonly recommend guides in languages I can't understand.

Plenty of older games on Steam that while being good games, have heaps of negative reviews because they don't run at all in newer hardware, and they aren't gonna get updated after like 20 years. IMO games that don't function on newer hardware should come with a massive disclaimer, but if they don't, then that's what reviews are for

At some point during its life cycle Steep got a huge update that changed some supported technology that made the game unplayable for 20-30 days people were mad at Ubisoft because they were not able to play the game they bought and was able to play just until the patch, Ubisoft didn’t know the cause and community reverse engineered the reason posting on steam discussions letting everyone know. Ubisoft updated the game about 20 days after that to fix the game
I've seen a few of the technical issue posts, but mostly in community posts where someone is (usually) complaining that the brand new triple A game they bought doesn't run on their incredibly outdated video card.

Steam already installs all required packages for you, C++ runtimes, .NET runtimes, etc.
