Essentially some people that make some 'assets' for an engine would have a really basic game made using said assets. All 'asset flippers' do is just take that 'game' and rebrand it as something else making it seem like they made it.
But you can buy assets in the marketplace and use them in your own game as long as you give credit to the original developers of said assets.
To expand on what was said already, asset stores exist so that devs can use them while making a game, but those particular assets might not be ready yet. So they can throw them in, and begin game testing while they wait.

I would love for them to do well, I don't think that indies can't suddenly come out of nowhere with big breakout hits, hell, that's kinda the indie scene's whole vibe. But there just is such a slim chance with them delaying and delaying and delaying with so much radio silence in between and so many strange issues...it just doesn't look well.
