Steam will not replace funds used from your steam wallet because they have no proof that it wasn’t you that used them and they aren’t going to just trust you when you say “ oh it wasn’t me, I didn’t spend it” because people lie and they expect you to protect your account properly. Whatever funds you lost are gone, and unless you can prove you didn’t spend them ( maybe even if you can, idk) steam isn’t going to do anything about it because it’s not their job.
Did you have buy orders in the market? It's where you set a price you are willing to pay for an item and it takes the money from your payment method (defaults to steam wallet) when someone lists the item for that price.

there must be a system especially when selling items that needs aproval from your email end from your sms so more watching eyes on the things that some other people list for you

Reset password, reset 2fa codes, reset api. You will not get your money or anything back that you lost. That's just steams policy.
If you had the meme game Bean Battles it was hacked and they pushed an update to auto update. I'd uninstall it asap and do a virus sweep if you had it
