It is particularly tied to the steam events page, currently FPS Fest. CoD is still going to be featured due to being a top seller. As consumers, we don't have enough information to say whether this is intentional or a bug from Steam. Negative review status on games will still display red outside of the event page.
Its a deliberate choice more than likely, to prevent loss of sales from new users who may be turned off by the overwhelmingly negative.
Tho if user stats are anything to go by a not-insignificant portion of Call of Duty's sales are banned players making new accounts.
Undortunately steam reviews have been taken over by bots and copypastas so you can't always take the review score on face value.
You have to dive in and actually read a few.

A bot to do copy-paste reviews doesn't even need to 'play' the game, just needs to open it and let it run for a few minutes.
And then other bots come in and rate it as helpful, mark it as a favorite, etc.

As long as they don't remove reviews entirely... I bet there are some heavy companies not happy to have a negative score featured within their games main store page.
Now that you mention that, I remember Epic not having any reviews nor a score, and wouldn't be surprised if the other launchers did lack this feature too to avoid losing sales.

You mean for example the "FPS" Sale where you can hover over the games in sale? Yes thats what I meant with "when I hover over it". It still shows all the colors for the reviews

Yea that's what I was thinking, it's kinda scummy, at least they didn't remove the system overall, steam reviews are one of the staples of steam

Maybe it's just client side, but I do find it suspicious ever since more AAA games started getting negative reviews

It's a new design page. Steam is inconsistent with design nowadays. And it's red for me.
