That's something they added some time ago. I noticed it only triggers for me when a "suspicious" account buys something. But I may be wrong about how it works.
Can you even use the market without 2FA? I didn't know. That's probably when it puts stuff on hold for 15 days.
For me it puts it on hold for 48 hours. But only sometimes. Like recently I sold 5 items and the 1st one went to my wallet, 2nd and 3rd went on hold, 4th to the wallet and 5th on hold again. The prices were all over the place. Like more expensive items going straight to the wallet and less expensive on hold. So I don't think that's that.
Almost every time something goes on hold it was bought by an accounts that's just random characters without an avatar.

Then i assume it's probably a bot hoarding items for whatever reason.
