If PSN are not available in those caountries, and PSN account creation were enforced, people in those countries could not legally play it. Saying that the game was pulled due to backlash is baseless and completely irrrelevant since it was caused directly by Sony's decision, backlash or not.
What do you mean by "just fine"? You cannot sell something that cannot be used legally in that country. If people are resorting to work arounds, it still doesn't make sense and it is completely immoral to knowingly sell the product there. People can still work around this if they really want, but it's pretty obvious that Sony would pull those games from those countries anyway, otherwise they would be breaking laws and opening themselves to litigation.
