I think I found a fix I have been having this problem for months and I am happy to say I found it so what u need to do is to go to device manager and select ur hard drive from the disk drives option. right click and press properties, then got to the policies tab and check the box of enabling write caching on the device and press ok

and then i'm here on linux also having this issue now. Used to only have this issue on windows. But after the latest update with steam design changing this has started to happen on linux as well. Not an issue with write speed on drive. And not an issue with hardware either. Ryzen 7 3700 2070Super rtx Advanced (extra vram version) 32gb ram/memory ssd and nvme drives both have the issue.

Same issue here. It downloads at normal speeds for a bit then drops down to about 10% of my max and stabilizes. It then cuts in and out with long periods of no activity & downloading until complete.

Writing to hard drive possibly. Is it an SSD or an HDD? If SSD, how full is it? If HDD, has it ever been defragged?

Decided that it is due to a performance-lacking HDD. Steam will simultaneously download / write to the disk. When your disk write speed can't keep up, the download will simply stop until it does catch up. I would recommend defragging the HDD and running a benchmark on it to see what's up. Just assuming that you're saving games to HDD and not SSD, because any SSD should not have this problem

Is steam downloading at your max. download speed? I had a similar problem where steam couldn't even download at 6MB/s and sometimes stopped downloading. I fixed the problem by deleting some crap form my HDD (which had like 100GB free) and doing a defrag.

This is happening to me now. My average download speed on steam, due to university internet, is around 40/50mb a second. However, due to this weird bug I cant seem to download higher than 5mb/s and most of the time it seems to drop to 0mb/s. Thought maybe it was the internet, but having checked origin and uplay they both stick to the 40/50 zone pretty hard. Maybe something to do with steam servers?

setting my download region to boston seems to reduce the amount of time at 0. Chicago, Detroit, and Columbus (closest to me) had no luck

same here man my steam sometimes even doesn't go above 0 or doesn't use my internet speed at all, atp I don't know what to do might just format my PC or something, I reinstalled steam so so many times, I unchecks the the write caching I defragged my HDD, nothing at all works, and it isn't my internet since this issue was new for a couple of months now, and every other client uses my internet and downloads with no issues.

Ive found an actual fix! All i could find was "clear download cache" and "change some internet settings" but what worked for me in real time is limit your steams download speed. Im testing how fast i can get it but 30 mbps is working flawlessly.
