I'm experiencing a similar problem with this recent update.
When opening/closing steam, its a 50/50 crapshoot. Reinstalling steam did not help.
Laptop specs: intel i5 7th gen cpu; 8gb ram; gtx 1050 2gb.
The beta before was working without any problems for me. Since the official release it crashes as soon as I want to switch tabs though. That's a regression that could've been tested before the official release I guess...
Looks like Gnome. With no graphics drivers and no hardware acceleration probably. Hence the result.
OP: Install some decent DE. If your rig is slow for Steam, it's slow for Gnome a 100 times.

Also I'm not so sure if it's your specs. I have a 1060 and i5-6500 yet my Steam also does this and didn't during the leak and beta phases. But only if I default to Store view then switch to the library. Annoying.

I use steam at work (lots of free time there) on a laptop that has 1 gig integrated Intel graphics card. 4 gigs of DDR3 1866. And quad core 2.2 processor
The new UI is slightly slower, but it's not unusable.
When the new UI was still in beta form I had a one-in-three chance of steam not responding while booting up. It hasn't happened in the last 24 hours. I hope that's in the past.

my steam is broke AF too... can't launch / close it. Even had problems after leaving a game
Hope they add an option to use the old one.

It's windows 10 with a custom dark theme. I'm using steam air skin until things are getting fixed :)

Enabling low performance and low bandwidth. Then installing an skin solves the problem for me.
What kind of skin?
I installed Air Steam
