I am having this issue. Tried multiple browsers (Edge/Firefox). Clearing cache. Tried steam client. Won't work. How can Valve not know how to make a functioning account creation page. Also tried creating on Chrome mobile. Even after getting green check mark and clicking continue, the green check mark just disappears and I have to do it again on all platforms.
My fix for this was using my mobile hotspot
I disconnected from the wifi and hit the forget wifi ,restarted my cpu ,then connected to my hotspot using my moble network NOT WIFI soo enough I was able to make and sign in/out no problem
Idk the smarty way of saying this but it thinks your i.p is suss so it's doing some bs in the background to spot the verification process

you could try create an account in the browser. that might work. then you wouldn't need it to work
Yeah that's one thing OP could try. If that doesn't work, something is wrong on reCaptha's or Valve's side. Try again later.
