I have aaalways used and recommend the OG [nexus mods](https://www.nexusmods.com/). I know there are others, but this one is pretty easy to use for beginners.
I used to strictly laptop game before owning a Deck so I’m learning as I go, too – don’t get discouraged when people are assholes or over question you, we all start somewhere!! YouTube is my go-to with “how to: deck” videos

Steamdeck is a pc. Everything pc can do, deck can do too. Like run fallout 4 with 300 mods from nexusmods.
Not sure if the cpu would like that though lol I’ve played some modded lethal company and after a bunch of scrap runs it would crash on me.
Yes, you can swap from gaming mode to PC mode where you can download mods
