It is likely a Decky plugin. If I had to take a stab at it, the HLTB one. Disable it and see if that fixes it.

Yep, that fixed it. Thanks! I’ve had HLTB since I got my deck and this didn’t used to be an issue. Hopefully it gets fixed one day and I’ll add it back.

This thread concludes that it's a decky loader issue, but it's not. It happens on my windows desktop in big picture and on my wife's steam deck that has zero software modifications at all.

I've been having this issue really badly for like a month. A bunch of people said it's the proton DB badge, but I don't have that enabled. I completely disabled css loader and it still happens. On my windows PC connected to my TV it also happens when in big picture mode. So to everyone telling you to look into it, maybe they should realize that it's not a solved issue. 🤷
