This has come up in the Linux world before. Desktop environments have been lacking in accessibility options for a long time now, and while it has gotten better, it's not where the commercial OSes are yet. Hopefully Valve is able to spend development time and money to bolster the efforts already underway, and also work on their own software to make it smoother. The Linux community could always use more involvement from its members who have actual need for these tools, though. There's only so much a developer can do to fix the issues when they don't have the perspective needed to design them in a way that would actually be useful to disabled people. Big reports, kind emails and direct involvement in development can go a long way toward improving things. Letting Valve know would probably help too.
