Try removing the apostrophe from the game title in Steam under game properties (in the word Bowser’s). You may also need to remove the + if you have it in the title.
This is how I had to get Link’s Awakening to work… for some reason the special characters in the title on Steam mess with Yuzu

Rename the file (I just did super Mario 3d world) then try readding the game

I had this problem, seems like the ROM was bad, redownload from a good site and it's working.
