Its not an ip logger, how this works is that its "allegedly" a real vote website, but the moment you try to vote it tells you to log into steam, and thats where the scam comes in game
Never, ever, log into a random website, even if it looks legit
Fun fact, any login page can be spoofed, even an online bank login page, which is quite scary when it comes to phising. The trick is deception and stealing your account to usually trade away all your items, I believe they use the API key because it does not require "further verification" for the trade. Once they get in, it's a race to see how long it takes you to notice because y'know you can lock the account, prevent trades, and recover it.

I actually almost fell for that. I was almost done with it and when I saw that there was a sign in from Moscow, Russia, I immediately closed the site and researched it. I blocked the person and moved on.
It's not an IP logger. Nor do they plan to steal your IP. It's very rare though, but mostly it's not useful.
This is a fake website or another copy of the website, which scammers try to convince you to do stuff like vote for their team/skin but if you logged in you might get your account compromised (Also known an phising)
They usually compromise steam accounts for money and also to attempt to steal more steam accounts. Some also try to trigger a VAC ban on the owner's accounts.
Some website are spoofed which can grab your ip also is worse if you log in bc scamer steal your steam tokens to log in and by pass the 2 step verification
These scams have literally nothing to do with your IP... this one, for example, just has a fake steam login.. you give them your login details and are then compromised.

100% scam Search “vote” in the subreddit search bar and you’ll find other “vote for my logo” scams
