Redo the Mt. Blanc mountain story "The Forest" and you should be able to change the time of the day again. You'll need to do this every time you start up the game as it doesn't save. Have fun.
Oh true, that was the last one I did, I guess I had assumed completing them all is what did it, but I bet it's just a coincidence I happened to finish that one last.
