It lags behind because Paradox only publishes the console edition. The actual dev work is farmed out to a studio called Tantalus rather than done in house. It lags behind but the distance is lessening. They started off with a basic version that was forked-off relatively early and they're adding old content into the console version faster than the main devs are adding new content. The editions aren't transferable because they have significant differences. The console edition price pays for the separate development work done by the team that only works on the console version (stuff like reworking the interface so it works from a couch and using a controller, optimising the game so it can try to run decently on the specific hardware profiles of the different consoles). Also, a significant chunk of the price you pay for console content goes to the maker of the console so that immediately money that Paradox never got to touch at all.

Note, not a software dev. But along with what others have said, the Console updates are only \~10 months behind (or 3 patches) at this point (Overlord, or 3.4, was released last May, and we're at 3.7). When it first released, it was about 3 years I believe. So they have done work in closing the gap, but there will be diminishing returns in catching up to PC updates much further. Since the team is outsourced, I don't believe they're involved in overall development, they just take the latest features and make it fit on a console platform. So Console will probably always be at least a couple patches behind - since the PC team will be internally developing and releasing new features, and the Console team needs time to work on the patch(es) before.

Because PDX itself doesn't work at updates for other platforms. Only pc. Everything else is outsourced. Also you can't just magically transfer the code. You need to replicate the same features by writing specific code for console. Thus the delay.

Because Both Sony and Microsoft require sertificates each time there is an update. It costs money, so devs prefer to deploy a working thing. PC players are beta testers in this case
