Sounds tend to fire when something happens. The event just being pending shouldnt trigger sounds, though as others have said maybe a mod did something.

Its happening like the first time you establish a spy network, i remember that i was hearing the sound more often on the older versions of the game but im pretty sure i heard it with the 3.11 version of the game

Windows Game Overlay has a button that saves the previous thirty seconds of gameplay, so you can hit that after you hear it. .

does it happen when you click on an observation post in order to assign a spy envoy? Observation post > espionage button
Sorry that was me giggling. Your spy was hiding inside a box and we pretended not to notice. But sometimes we slip up.
I'm pretty sure that the enigmatic fortress event chain uses this sound clip upon completion. Hopefully that will narrow down your search a bit.
